Post Title: NATIONAL ADVISOR, CIVIL SERVICE REFORM
Recruitment: Indonesian National

Duration of Assignment: Initially 12 (twelve) months
Starting Date: Immediately
Direct Supervisor: Executive Director
Status/Condition: Service Contract

JOB PURPOSE:

Facilitate the development of strategic initiatives to promote good governance in Indonesia in the area of Civil Service Reform. Support the transfer of knowledge in Civil Service Reform to the Programme staff in the Partnership.

PRINCIPAL ACCOUNTABILITIES:

· To conduct policy analysis, develop the Partnership’s strategy and Facility work programmes in the area of Civil Service Reform to be submitted to the Board for approval.

· Together with the relevant Programme Manager, ensure the effective implementation of activities as per approved work programmes of Civil Service Reform.

· Facilitate the development of strategic initiatives/pilot projects to support the Civil Service Reform agenda of the Partnership.

· Promote dialogue and good practice among different stakeholders

· Support and facilitate donor coordination in The Civil Service Reform where appropriate

· Solicit strategic proposals and provide input on the appraisal of proposals for funding to the Partnership Trust Fund

· Contribute to the monitoring, evaluation and reporting on both Facility and Trust Fund supported activities to ensure that set objectives are met.

· Contribute to the development of Quarterly Reports, Annual Reports and Work plan.

· To provide regular internal reports on work program which include schedule, activities, budget and program result analysis

· Write position papers, articles and draft press releases on priority areas on behalf of the Partnership. Represent the Partnership in relevant public events.

· Conduct knowledge transfer to the Program Management Team; Contribute to Knowledge Sharing activities, both through printed and electronic media.

WORKING RELATIONSHIPS:

Internal:

- Board of Governors, Executive Board and Management Team: to assist, discuss and give inputs for the Civil Service Reform Work Program

- Executive Director, Director of Administration, Program Management Division & other Advisors to discuss and establish the Partnership’s direction in the programme area.

External:

- Media, Donors, Grantees: to eatablish and maintain good relationship

- Community at large: to build strong image of Partnership and to provide accessible knowledge on governance.

RECOMMENDED MINIMUM REQUIREMENTS:

Pertinent Experience

· At least 15 years relevant experience with broad knowledge of the Indonesian government, civil society, and other stakeholders in governance.

· Preferably experience with bilateral/multilateral donors

Qualifications

· Post Graduate Degree in a relevant discipline, political or social sciences, preferably from an internationally recognized university;

· Clear commitment to Governance Reform;

· Highly developed knowledge on good governance both in public and private sectors;

· Able to access relevant international expertise;

· Highly developed Leadership and management skills;

· Highly developed Communications Skillls (Presentation/Oral & Written Interpersonal and Influencing Skills);

· Able to combine policy with practice reform;

· Experience with media and public outreach;

· Exceptional Indonesian and English language skills;

· Good skill on the use of IS/IT.

Administrative Details

The Advisor will work on a full-time basis. He/she will be based in the Partnership office and will be assigned for a period of 12 (twelve) months. The contract is renewable based on satisfactory performance. Travelling within Indonesia to engage with stakeholders would be part of the assignment.
