Project Title: Combating Forced Labour and Trafficking of Indonesian Migrant Workers

Under the direct supervision of the project’s Chief Technical Advisor (CTA) and the general guidance of the Director of the ILO Jakarta Office, the National Project Coordinator (NPC) is responsible for the development and implementation of national activities of the project. S/he will work closely with relevant staff in the ILO Jakarta office on all programming, operational and financial aspects of the project to ensure coordination and facilitate the highest technical integrity of the project outputs, as identified in the project document.

The NPC will undertake the following tasks:

General
Ensure the effective implementation of national project activities and contribute to the overall execution of the project through the establishment of a work plan in close coordination with local project partners, the timely and efficient provision of inputs and delivery of outputs, and the monitoring and evaluation of project activities in conformity with ILO technical cooperation procedures.

Provide effective administrative and financial control and reporting, according to ILO procedures.

Provide technical inputs and organize the project activities, including research, training, organization building and awareness raising campaign.

Cooperate and consult closely with the members of the national project advisory committee, the relevant ILO Jakarta officials and personnel, and representatives of the donor agency in the planning and implementation of all activities.

Provide technical services to stakeholders groups by preparing and/or adapting materials and guides (including technical guides, capacity building tools and training/advocacy materials).

Cooperate closely with the CTA in terms of coordination, comprehensive and timely information and meticulous execution of tasks.

Ensure the active involvement of the intended project beneficiaries in all aspects of work planning, implementation, monitoring and evaluation.

Ensure that all reports are submitted and tasks are executed on a timely basis and are of a high professional standard and in accordance with ILO guidelines.

Carry out other duties as may be assigned by the Chief Technical Adviser Specific
Planning:

Assemble and edit basic data required for planning and programming of project activities, considering different approaches and alternative methods for design of project activities, and for management of the project within the parameter set in the summary project outline document, problem identification and resolution.

Review and analyse programmes, priorities and other relevant information regarding the needs and concerns of domestic workers who work within and outside Indonesia and who are vulnerable to forced labour and trafficking.

In close consultation with the relevant programme and technical units of the ILO, identify areas for technical support of the ILO under the framework of the project and provide written analysis on the findings to management of the ILO Jakarta Office.

Implementation:

Manage and coordinate the work of other project staff.
Liaise with relevant ILO Jakarta officials and personnel and with relevant government agencies and other organizations to expedite implementation and meet targets and objectives of the project.

Coordinate and manage programming and administrative work for the implementation of project activities.

Participate in the organization of conferences, seminars, workshops, training sessions and meetings.

Follow up on delayed implementation of project activities, clarify information, and answer questions about clearance and processing requirements.

Assist in the programming and control of resources from all sources of project funds, prepare budget estimates and expenditure forecasts by analyzing and monitoring situation of resources as compared to planned activities and making recommendations to the CTA for remedial action.

Undertake missions to national project sites as required.
Draft in English, and translate into, Indonesian, news releases, official correspondence, statements and speeches and other public information material.
Brief relevant ILO Jakarta officials and personnel and donor officials and provide relevant information on programme matters.

Monitoring, Evaluation and Reporting:

Coordinate and manage the development and maintenance of computerized information systems for monitoring and reporting on activities and performance.

Monitor progress of project activities by reviewing, verifying and analysing work-plans, progress reports and other data for clarity, consistency and completeness.
Prepare briefs, periodical reports and statistical data on status of project activities as required.

Other Responsibilities

Perform other duties as may be assigned by the Chief Technical Advisor and the Director of ILO Jakarta.

Education: Advanced university degree in development studies, law, health economics or social sciences.

Experience: At least five years of professional working experience at the national level, including field experience in project management and implementation and capacity building and dealing with government structures and NGOs. Proven capacity to initiate and implement project activities, such as research, training and organizing for both at national and community level. Experience in working on health issues for the poor as well as gender issues would be an advantage. Experience in working in international development cooperation is also an advantage.

Languages: Full proficiency and ability to draft quickly and clearly in English, and fluency in Bahasa Indonesia.

Competencies:

Good communication and presentation skills, both written and verbal, in English and Bahasa Indonesia
Good moderation, facilitation and training skills
Demonstrated ability to plan, implement, manage, monitor and evaluate project activities and expenditure
Demonstrated ability to liaise and negotiate with government and social partners at national and local level.
Ability to work in a team and good interpersonal skills.
Familiarity with human rights and labour rights
Familiarity with gender equality mainstreaming
Familiarity with project sectors
Attention to meticulous and timely task execution & delivery
Nationality: Indonesian

Remuneration
National officer grade of the UN common remuneration system and/or commensurate with the qualifications and competency of the selected candidate.

Written Examination and Interview
