Context

While current support to Aceh in the aftermath of recent natural disasters focuses mainly on rehabilitation and reconstruction, there is also a need to consider the impact of these activities on the local economy, and to provide support for longer term economic development of the region. For this purpose, UNDP will undertake a project titled Aceh Partnerships for Economic Development (APED), which is to be implemented in collaboration with Bappenas and the Aceh provincial Bappeda. Funding for this project comes from the Decentralization Support Facility (DSF).

The overall purpose of the project is to create productive jobs and raise household incomes for the people of Aceh. The main objective is to strengthen the capacity of local government, the business community and other stakeholders to promote economic development in the region. This is to be achieved by means of three key outputs:

Guidelines will be prepared which lay out a general strategy and framework for economic development.
An institutional framework will be established to promote economic growth in the region, based on public-private partnerships associated with clusters of economic activities.
The partnerships will generate initiatives for economic development, mobilise resources for them, and supervise their implementation.

Duties and responsibilities

Under the supervision of the Senior Programme Officer for UNDP’s Emergency Response and Transitional Recovery (ERTR) project, the Programme Officer will work in close collaboration with those involved in implementing the APED project. S/he will be based in Banda Aceh, but will need to travel to other locations in the region and to Jakarta.

The APED Programme Officer will carry out the following duties and responsibilities:

Specific tasks related to the APED project:

Liaise with Bappenas and Aceh Bappeda in clarifying and agreeing on their roles and responsibilities for the APED project;
Assist the Advisor for the APED project in drafting relevant documents to engage Bappenas and Aceh Bappeda as partners with UNDP in implementing the project;
Assist in drafting TORs for staff and consultants to be recruited for the project;
Assist those responsible at UNDP, Bappenas and Aceh Bappeda in identifying suitable candidates for each position, selecting preferred candidates, and facilitating their recruitment;
Liaise with Bappenas and Aceh Bappeda in making any other necessary arrangements to start the project;
Assist Bappenas and Aceh Bappeda in preparing periodic work plans for the project;
Assist the Project Management Unit (PMU) at Aceh Bappeda in designing and setting up systems for financial accounting, reporting and monitoring the implementation of the project;
Support and advise the PMU for financial accounting, reporting and monitoring the project;
Ensure financial administration of the project in UNDP, Bappenas and Aceh Bappeda, and timely submission of requests for funds and disbursement of funds for the project;
Support the PMU in resolving administrative issues and ensuring the timely delivery of inputs and execution of work plans;
Assist the PMU to ensure effective monitoring and evaluation of projects as well as reporting to UNDP, Government of Indonesia, the Decentralization Support Facility (DSF), and other donors.
Other tasks

Ensure that periodic reports to the DSF are delivered on time, and that administrators and donor members of the DSF are kept fully informed of progress in implementing the project;
Ensure that lessons learned are drawn from the project implementation experience and effectively communicated to other sections of CPRU;
Ensure that the interests and concerns of the project management team are appropriately represented to UNDP officers in Banda Aceh and Jakarta;
Coordinate with UNDP Operations to ensure that appropriate operational support is available for project implementation in such areas as finance, human resources, and contracts / assets / procurement, and seek solutions to operational issues identified by the APED project team or others;
Ensure the completion of the project in accordance with standard UNDP operating procedures;
Liaise with ERTR Programme on relevant operational and programmatic matters.
Qualifications

Advanced degree (S2) in development economics, business or public administration, sociology, or other relevant fields
A minimum of 8 (eight) years experience in the field of development assistance
Experience working for public international organizations, and particularly with UN agencies or UNDP, would be a significant asset
Familiarity with UNDP programme management rules and procedures would be a significant asset
Well developed analytical and presentation skills
Team player, able to work respectfully and cooperatively with colleagues of different national and cultural backgrounds
Demonstrated personal commitment to peace, tolerance and development
Fluency in English with excellent verbal and written communication and drafting skills.
