Context

While current support to Aceh in the aftermath of recent natural disasters focuses mainly on rehabilitation and reconstruction, there is also a need to consider the impact of these activities on the local economy, and to provide support for longer term economic development of the region. For this purpose, UNDP will undertake a project titled Aceh Partnerships for Economic Development (APED), which is to be implemented in collaboration with Bappenas and the Aceh provincial Bappeda. Funding for this project comes from the Decentralization Support Facility (DSF).

The overall purpose of the project is to create productive jobs and raise household incomes for the people of Aceh. The main objective is to strengthen the capacity of local government, the business community and other stakeholders to promote economic development in the region. This is to be achieved by means of three key outputs:

Guidelines will be prepared which lay out a general strategy and framework for economic development.
An institutional framework will be established to promote economic growth in the region, based on public-private partnerships associated with clusters of economic activities.
The partnerships will generate initiatives for economic development, mobilise resources for them, and supervise their implementation.

Duties and responsibilities

Under the supervision of the Senior Programme Officer for UNDP’s Emergency Response and Transitional Recovery (ERTR) project, the Programme Officer will work in close collaboration with those involved in implementing the APED project. S/he will be based in Banda Aceh, but will need to travel to other locations in the region and to Jakarta.

The APED Programme Officer will carry out the following duties and responsibilities:

Specific tasks related to the APED project:

Liaise with Bappenas and Aceh Bappeda in clarifying and agreeing on their roles and responsibilities for the APED project;
Assist the Advisor for the APED project in drafting relevant documents to engage Bappenas and Aceh Bappeda as partners with UNDP in implementing the project;
Assist in drafting TORs for staff and consultants to be recruited for the project;
Assist those responsible at UNDP, Bappenas and Aceh Bappeda in identifying suitable candidates for each position, selecting preferred candidates, and facilitating their recruitment;
Liaise with Bappenas and Aceh Bappeda in making any other necessary arrangements to start the project;
Assist Bappenas and Aceh Bappeda in preparing periodic work plans for the project;
Assist the Project Management Unit (PMU) at Aceh Bappeda in designing and setting up systems for financial accounting, reporting and monitoring the implementation of the project;
Support and advise the PMU for financial accounting, reporting and monitoring the project;
Ensure financial administration of the project in UNDP, Bappenas and Aceh Bappeda, and timely submission of requests for funds and disbursement of funds for the project;
Support the PMU in resolving administrative issues and ensuring the timely delivery of inputs and execution of work plans;
Assist the PMU to ensure effective monitoring and evaluation of projects as well as reporting to UNDP, Government of Indonesia, the Decentralization Support Facility (DSF), and other donors.
Other tasks

Ensure that periodic reports to the DSF are delivered on time, and that administrators and donor members of the DSF are kept fully informed of progress in implementing the project;
Ensure that lessons learned are drawn from the project implementation experience and effectively communicated to other sections of CPRU;
Ensure that the interests and concerns of the project management team are appropriately represented to UNDP officers in Banda Aceh and Jakarta;
Coordinate with UNDP Operations to ensure that appropriate operational support is available for project implementation in such areas as finance, human resources, and contracts / assets / procurement, and seek solutions to operational issues identified by the APED project team or others;
Ensure the completion of the project in accordance with standard UNDP operating procedures;
Liaise with ERTR Programme on relevant operational and programmatic matters.
Qualifications

Advanced degree (S2) in development economics, business or public administration, sociology, or other relevant fields
A minimum of 8 (eight) years experience in the field of development assistance
Experience working for public international organizations, and particularly with UN agencies or UNDP, would be a significant asset
Familiarity with UNDP programme management rules and procedures would be a significant asset
Well developed analytical and presentation skills
Team player, able to work respectfully and cooperatively with colleagues of different national and cultural backgrounds
Demonstrated personal commitment to peace, tolerance and development

BACKGROUND

The Badan Rehabilitasi dan Rekonstruksi (BRR) (Agency for Rehabilitation and Reconstruction) of Aceh-Nias has been recently established to oversee reconstruction in the regions affected by the tsunami and earthquake disasters in Aceh and Nias and programs in support of the peace accord for Aceh.

BRR’s vision is to have established a model for good government for the whole of Indonesia by the end of its commission in mid 2009.

The BRR requires substantial technical and operational support in order to aid the effective fulfillment of its mandate.

The Government of Indonesia-UNDP Project “Technical Support for Badan Rehabilitasi dan Rekonstruksi (BRR) NAD-Nias” has been designed to provide BRR with technical support to achieve the following results: (1) Enhanced technical capacity of the BRR to develop policies and programmes, to appraise proposals submitted by other organizations, and to monitor programme implementation; (2) Enhanced operational capacity of the BRR to achieve its mandate in a timely, efficient and transparent manner; (3) Enhanced transparency in decision making, and strengthened participation of CBOs, NGOs, the private sector, local government, donors and other stakeholders in planning, implementing and monitoring of reconstruction activities; and (4) Effective and efficient management, monitoring and oversight of the overall programme on behalf of the Multi-Donor Trust Fund for Aceh and North Sumatra (MDTFANS) donor partners.

The Badan Rehabilitasi dan Rekonstruksi (BRR) has established a Spatial Information & Mapping Centre (SIMC) at its Banda Aceh offices. This SIMC is to support the activities of the community recovery and to build the capacity to use spatial information at provincial government agencies. This includes the supply of digital data and map products and training and capacity building. Currently, the SIMC is staffed by two international GIS Advisors and a number of national GIS Officers. The BRR is seeking to engage an Indonesian national to manage this Centre and promote its out-reach and capacity building activities. The Manager will work closely with the international advisors.

GENERAL OBJECTIVES

UNDP, on behalf of BRR, is seeking applicants from qualified spatial planner with comprehensive managerial experience to provide services in relation to all aspects of BRR’s spatial planning and information dissemination activities in support of the rehabilitation and reconstruction of Aceh and Nias..

Scope of Work

· Manages day to day operational management of SIMC

· Develops strategic plan for SIMC

· Supervises staff, including supervises technical support

· Develops process to integrate the use of spatial information in BRR’s operations, both in Banda Aceh and at the District level

· Liaisons with provincial government officials to promote and support their use of spatial information and technologies

· Facilitates GIS Coordination Group, with representatives of provincial government agencies

· Identifies and develop quality map and data products required by recovery community

· Identifies information gaps and develops cross-agency data capture programs

· Develops standards and protocols for data management, exchange and dissemination

· Develops training program for staff in provincial government agencies

· Promotes and advises on the use of spatial information to NGOs and donors

DELIVERABLES

The experts will collectively prepare documents in support of all activities above.

Brief monthly and quarterly progress reports by the three experts together, will be submitted to BRR and UNDP. Individually they may be requested to supply reports on demand. Reports will indicate significant activities of each expert, beneficiaries of activities and estimated benefit, means of improving the services provided, and work plans for the following period. Reports will be designed to support BRR decision-making and reporting of accountability.

Claims for payment by each expert will be supported by financial reports to BRR with copies to UNDP on a periodic agreed basis. These reports must relate the claims to the work reported in progress reports.

All activities shall be subjected to monitoring by BRR and UNDP and shall be subject to BRR, UNDP and independent auditing.

CONDITIONS OF CONSULTANCY

The consultant agrees to comply with all ethical and professional obligations relating to his/her contractual relationship with BRR. The consultant has the obligation to inform BRR in advance of any potential or actual conflict of interest or of circumstances that may lead to a reasonable perception of a conflict of interest, whether actual or not, and will follow BRR’s instructions with respect to dealing with the conflict of interest.

The consultant shall sign such Anti-Corruption pact or Code of Ethics as required by BRR

All documents prepared will be clearly and concisely written, and in compliance with Indonesian standards and regulations.

SUPERVISION

The consultant shall report to the office of the Chief Operation Officer at the BRR, and act under the direct supervision of the Deputy for Infrastructure.

QUALIFICATIONS AND EXPERIENCE

The consultants must be designers of highest excellence, with a strong record of technical and managerial experience.

In assessing candidates, high value will be placed on a record of excellence in Indonesia.

Bachelor Degree in Geography, Computer Science, GIS or other relevant field;
Minimum of seven (7) years of relevant work experience;
Proven experience in developing and managing teams;
Experience in developing and implementing strategic and operational plans;
Understands of the management and use of spatial data and databases;
Proven training experience;
Practical experience with ESRI GIS products is desirable;
Understanding of web mapping applications is desirable;
Ability to work with minimal supervision in multi-cultural environment;
Ability to write clearly and concisely in English;
Must be prepared to travel extensively throughout north Sumatra.
